Swibit is actively expanding in Oman, working on strategic engagements with government and enterprise clients in areas including AI consultancy, digital transformation, and technology modernisation — aligned with Oman Vision 2040.

Role Overview

We are looking for a Business Development Manager to lead Swibit's growth in Oman. You will identify, pursue, and close new business opportunities across the Omani public and private sectors — with a particular focus on government tenders, digital transformation programmes, and AI/technology consulting engagements.

This is a high-ownership role. You will be Swibit's commercial face in Oman — building relationships, shaping proposals, and driving the pipeline from first contact to signed contract.

Key Responsibilities

Market Development & Pipeline

  • Identify and pursue new business opportunities across the Omani public and private sectors

  • Build and maintain a qualified pipeline of opportunities — tenders, RFPs, direct engagements

  • Monitor government procurement portals (Oman Tender Board / Etimad) for relevant tenders

  • Map the competitive landscape and position Swibit's offerings against local and regional competitors

  • Develop sector-specific go-to-market strategies 

Relationship Building

  • Build and maintain relationships with key decision-makers in government ministries, agencies, and enterprises

  • Develop strategic partnerships with Omani companies, system integrators, and technology partners

  • Represent Swibit at industry events, conferences, and networking engagements in Oman

  • Manage relationships with existing consortium partners and subcontractors

Proposal & Commercial

  • Lead the proposal development process — from opportunity qualification through to submission

  • Work with Solution Architects and technical teams to shape solutions that address client needs

  • Develop pricing strategies and commercial models in collaboration with leadership

  • Negotiate terms and close deals

  • Support contract execution and handover to the Delivery team

Strategy & Reporting

  • Provide regular market intelligence and pipeline reports to leadership

  • Contribute to Swibit's Oman expansion strategy and market entry decisions

  • Track and report on win rates, pipeline health, and revenue forecasts

  • Identify opportunities for Swibit's product portfolio (Swibit Suite) in the Omani market

Requirements

Essential

  • Based in Oman or willing to relocate to Muscat

  • 5–8 years of business development experience in the Omani technology / IT services market

  • Proven track record of winning government tenders and enterprise contracts in Oman

  • Strong existing network within Omani government institutions and/or enterprise sector

  • Experience with the Omani procurement process (Tender Board, Etimad, direct awards)

  • Understanding of Oman Vision 2040 and the digital transformation landscape

  • Excellent communication, presentation, and negotiation skills

  • Ability to work independently with high autonomy and accountability

  • Fluency in Arabic and English (spoken and written)

Preferred

  • Experience selling AI, digital transformation, or IT consulting services

  • Experience working with system integrators or technology consortiums

  • Familiarity with the GCC public sector procurement landscape beyond Oman

  • MBA or relevant business degree

  • Experience with CRM tools and structured pipeline management
