Swibit is actively expanding in Oman, working on strategic engagements with government and enterprise clients in areas including AI consultancy, digital transformation, and technology modernisation — aligned with Oman Vision 2040.
Role Overview
We are looking for a Project Manager to lead the delivery of Swibit's engagements in Oman. You will own the end-to-end execution of technology and consulting projects — from kick-off through to go-live and client acceptance — coordinating distributed engineering teams, managing government and enterprise client relationships, and ensuring Swibit delivers on time, on budget, and to standard.
You will be Swibit's on-the-ground delivery leader in Oman — the person clients call when they need a status update, and the person engineering teams rely on to keep priorities clear.
Key Responsibilities
Project Delivery
Own the delivery of 2–3 concurrent projects from initiation to closure
Create and maintain project plans, timelines, budgets, and resource allocations
Run sprint planning, daily standups, sprint reviews, and retrospectives
Track progress against milestones and proactively manage risks, issues, and blockers
Ensure deliverables meet Swibit's quality standards and the Dual Quality Gate process
Manage scope — identify scope creep early, handle change requests formally, and escalate appropriately
Coordinate delivery across distributed teams — Oman (on-site), Iraq (engineering), Pakistan (engineering), UK (consulting)
Client & Stakeholder Management
Serve as the primary point of contact for government and enterprise clients in Oman
Manage client expectations through regular status reports, steering committee meetings, and transparent communication
Facilitate requirements workshops and change request processes alongside Business Analysts
Coordinate UAT (User Acceptance Testing), pilot rollouts, and formal sign-off with clients
Navigate Omani government project governance — approvals, reporting cycles, and compliance requirements
Build and maintain trusted, long-term client relationships
Pre-Sales & Commercial Support
Support the Business Development team during pre-sales — effort estimation, project scoping, and timeline planning
Contribute to proposal development with realistic delivery plans and resource models
Provide input on commercial models, payment milestones, and contractual deliverables
Support contract negotiations with delivery-focused insights
Team Coordination & Process
Coordinate cross-functional teams — Backend, Frontend, AI, Design, QA, Solution Architecture
Work with Tech Leads and Solution Architects to align technical decisions with project timelines
Work with Business Analysts to ensure requirements are clear, prioritised, and traceable
Track team capacity and flag resource conflicts to the Delivery Manager
Contribute to process improvement and delivery standards across the organisation
Produce project health dashboards, risk registers, and executive status reports
Requirements
Essential
Based in Oman or willing to relocate to Muscat
5–8 years of experience managing technology / software delivery projects
Proven experience delivering projects for government or enterprise clients — ideally in the GCC
Strong understanding of Agile methodologies (Scrum, Kanban) — practical, not just theoretical
Experience managing distributed teams across multiple locations and time zones
Proven ability to manage multiple concurrent projects with competing priorities
Strong communication, presentation, and stakeholder management skills — comfortable in steering committees
Experience with the full project lifecycle — initiation, planning, execution, monitoring, closure
Structured thinker — able to break complex work into actionable delivery plans
Fluency in English (spoken and written); Arabic strongly preferred
Preferred
PMP, PRINCE2, or Scrum Master certification
Experience with Omani government project delivery and procurement processes
Experience in IT consulting, systems integration, or software agency environments
Familiarity with digital transformation, AI/ML, or ERP implementation projects
Experience managing projects aligned with national strategies (Oman Vision 2040 or similar)
Budget management, P&L tracking, and milestone-based payment experience
Familiarity with project management tools (Jira, Confluence, MS Project)
Experience in public safety, transport, healthcare, or financial services sectors
